be surprised at 后面不能直接加that 从句，但去掉at 后就可以加了。如he was surprised that she was so angry.

be surprised that就可以。
be surprised at后面不能接that从句，就是说介词后不接that从句，但可以接wh-引导的从句。
I am surprised at what he says.
