首先，反意疑问句的陈述部分为I(We) think(believe, suppose, consider) + that从句时，问句部分的动词及主语与that从句内的动词和主语保持一致。如：
①I think that he has done his best, hasn’t he?
②We think that English is very useful, isn’t it? （不用don’t we?）
其次，时态要一致，前面是have returned，是现在完成时。排除B、D。
第三，I don't think发生了否定前移现象。其实是I think they haven't returned home. they haven't returned home是否定，后面的反意疑问句要用肯定。

I think they have not returned home,_____?根据反问的语法
应该是have not returned(如果是选B，就是not returned反问)这儿要反问，所以先C
如果不对的话，就算了
